During the allied forces invasion of our country, they established what they called JCC I/A Joint Contraction Command, Iraq/Afghanistan and it was first Commanded by MG John M. Urias, "the Joint Contracting Command-Iraq/Afghanistan (JCC-I/A) has established a cohesive "Joint Contracting Team" to support the Combined Joint Operational Area (CJOA) Iraq and CJOA Afghanistan.* The JCC-I/A mission is to "provide responsive operational contracting support to the Chiefs of Mission (Iraq and Afghanistan), Multi-National Force-Iraq (MNF-I) and Combined Forces Command-Afghanistan (CFC-A) to efficiently acquire vital supplies, services and construction in support of the Coalition Forces and the relief and reconstruction of Iraq and Afghanistan." Though finally achieving the goal of centrally coordinating all contracting within the area of operations" (I copied from our document) When the forces finished and left, the new government in Iraq continued with their programme but changed the name to Iraq Reconstruction and Rehabilitation Contracting Commission, (ICDC) in 2010.

There have been many attempts and many plans made in the past to improve the lives of the people of Iraq. Sadly, each ended with very little to show for the time and resources spent. Therefore, it is understandable that the people of Iraq are quite disillusioned with 'plans' at this time. The disenchantment of the people notwithstanding, it must be stated that the Iraq Contract & Development Commission (ICDC) Master Plan is different in its goals, focus and approach, and will not suffer the fate of the others before it.
The Master Plan is basically conceived as a tool that the millions of people of Iraq can use to actualize their common vision and build their future to the standard they desire. The Master Plan is designed to offer stakeholders at all levels (individual, province and regions) the opportunity to participate fully in the planning and decision-making process. specifically, the coordinating consultants require the ideas and opinions of stakeholders as basis for defining focus areas for development and for producing a vivid picture of what the people want the Iraq nation to look like within 20 years of the master plan implementation. This implies that the input of stakeholders today is what will determine the state of affairs (both for individuals and province) in the region tomorrow.

ICDC was developed in fulfillment of the ICDC's mandate of identifying the needs of the Iraq, through a baseline study, and to spell out strategies, policies and immediate and long-term interventions for the recovery, stabilization and the development of the entire region.
